Cost Control Engineer

SENIOR COST ENGINEER / PROJECT CONTROLS
Under the general direction of the Staff Services Manager III, the Senior Cost Engineer / Project Controls Engineer serves as the Financial Analyst to provide support in the accounting and finance office processing accounting transactions and performing reconciliations with the department budget, State Controller’s Office, and State Treasurer’s Office. ticketing, bag claim hall and parking structure, a concourse accommodating 12 widebody or 17 narrowbody aircraft inclusive of all associated retail and commercial amenities, circulation roadways including new access roads from W. Century Blvd., a new Automated People Mover station, and a pedestrian/baggage bridge over Sepulveda Blvd. to Terminal 8.

WHAT YOU’LL DO
  • Responsible for financial and performance reporting initiatives and apply knowledge of accounting, financial reporting, and budgeting for large capital projects; utilize high level technical skills with Microsoft Excel and Power Point and demonstrate solid communication and presentation skills: identify issues, analyze solution options, and help implement process and technology improvements. Prepare the Capital Outlay Report and supporting documents. Provide management with recommendation on forecasts based on current contract burn rates.
  • Cross train on the FCP reports and obtain a working knowledge to prepare the reports as needed. Cross train team members to prepare the Capital Outlay report.
  • Schedule and track monthly data sets including accruals, expenditures, contracts, budget changes, and forecast changes. Perform flex analysis on the data sets and perform actual analysis.
  • Collaborate with FINO management, RDP Financial Director, and Project Controls to assess the implications in Capital Outlay data.
  • Reconcile Baseline monthly changes and ensure changes are consistent with governing actions.
  • Other projects as assigned, including reconciliation projects.
WHAT YOU’LL BRING
  • 7 -10 years’ Budget, Cost Controls, Project Controls experience.
  • California public sector experience, including Department of Finance Fiscal (Hyperion, PeopleSoft) experience.
  • Accounting principles and procedures experience and knowledge
  • Governmentalaccounting and budgeting experience and knowledge
  • Estimating experience, is a plus
  • Excellent analytical and critical thinking skills with the ability to solve problems.
  • Ability to identify and document solutions to complex problems with accuracy.
  • Ability to communicate analysis outcomes to higher level management.
  • Ability to effectively coordinate analysis efforts with multiple areas of organization.
  • Extremely detail oriented and organized.
  • An aptitude for learning and working with technology.

Project Manager

The Project Manager will be responsible for planning, coordinating, and implementing projects within the decided-upon budget, timeline, and scope. They will also effectively monitor and present project updates to relevant stakeholders, clients, or project team members.cess roads from W. WHAT YOU’LL DO
  • Primary liaison and airport/owner representative responsible for directing and managing a Project management Support Services (PMSS) team, to manage an ongoing Program.
  • Ensure on-schedule completion within or below budget in accordance with contractual obligations.
  • Responsible for scope development and scope management of the project to meet project goals and objectives.
  • Plan and define program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract terms, and corporate policies.
  • Familiar with the integration of engineering/technical aspects, as well as procurement and construction activities.
  • Work with team members and airport management to develop budgets, schedules, and plans for the various elements of a project.
  • Prepare, administer, and monitor project budgets and schedules, and forecast budgetary and schedule requirements.
  • Work with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to scope of work.
  • Make certain that current and timely change orders and documented and administered appropriately.
  • Ensure that the project meets or exceeds goals established.
  • Follow up on instructions and commitments associated with the project.
  • Plan, direct, supervise, and control the execution of all technical, fiscal, and administrative functions of the assigned project.
  • Plan, organize, assign, coordinate, review, and evaluate the work of professional, technical, consultant, and administrative support staff.
  • Provide input to performance reviews and development plans for team members.
  • May participate in negotiations with regulatory agencies and in public meetings.
  • Contribute to the advancement of the Department’s goals through commitment to productive collaboration with all stakeholders.
  • Develop persuasive oral presentations of ideas and recommendations.
  • Interpret and apply complex rules, regulations, laws, and ordinances.
  • Prepare accurate and detailed written material including staff and administrative reports.
  • Analyze policies, proposed code amendments and changes to established programs and policies.
  • Exercise sound, independent judgment and initiative within established guidelines.
  • Establish and maintain effective working relationships with a diverse workforce.
  • Interact effectively to problem-solve and partner with internal & outside agencies and contractors.
  • Maintenance of construction momentum and working collaboratively to refine required re-sequencing of tasks.
  • Perform other responsibilities associated with this position, as assigned.
WHAT YOU’LL BRING
  • Minimum 5 years of related work experience is required, including demonstrated experience as either an owner or owner representative.
  • Bachelor’s Degree in Architecture, Engineering or related technical/business field.
  • Previous project management experience on similar or related large-scale projects in aviation.
  • Professional registration may also be required.
  • Proven ability to perform in a leadership capacity.
  • Excellent written and oral communications skills.
  • Thorough knowledge of industry practices and regulations.
  • Knowledgeable of current technology and how it can be effectively utilized and leveraged.
  • Knowledge of project controls, with emphasis on cost management and reporting.
The Senior Scheduler is responsible for providing accurate and timely reporting of schedule data and will report to the Scheduling Manager / Program Schedule Lead. This role works under the Program Management & Oversight Branch of all projects under the Office of Program Delivery.
WHAT YOU’LL DO
  • Planning: Provide planning, development, scheduling, reporting, and maintenance of schedule data for the client’s program schedules, including construction of element activities reflected in program schedules to assist with verification of duration estimates.
  • Activity Planning: Identify/correlate program schedule construction of element activities with associated design plans. Provide detail for construction of element activities based on Program design plans to reflect the duration and the basis of the duration for construction of element activities. Update schedule data and durations as necessary and as design progresses to identify the basis for construction of element durations.
  • Document Management: Provide periodic updates and documentation to the Program/Project Controls Manager of progress, schedule duration changes, and duration verification basis.
  • Schedule Assumptions: Provide schedule assumptions and general basis for schedule development. Identify key items which may not be included in structure schedules (such as utility relocations, environmental and or seasonal restrictions, or procurements).
  • Review of In-Progress Construction Schedules: Perform review and analysis of current in-progress construction schedules for correlation with future, planned construction schedules (current construction duration estimates vs. future planned construction duration estimates).
  • Review for Reliability: Perform review and analysis of construction schedules for reliability, risk identification, risk review, and risk assessments; including, but not limited to recommendations for increased schedule reliability and identifying the longest path and critical schedule item.
WHAT YOU’LL BRING
  • Degree in Construction Management (BS) or equivalent experience
  • Proficiency and knowledge of computer software applications including Primavera P6, Microsoft (MS) Word, MS Excel, and MS Outlook
  • Familiarity with rail and roadway transportation projects and disciplines
  • Extensive scheduling and project controls experience
  • Knowledge of principles and practices of construction Scheduling and scheduling software (P6)
  • Program and project schedule development and management experience
  • Knowledge of structures construction means, methods, staging, procurements, and disciplines
  • Experience with rail and rail systems construction, rail and roadway tunnel construction, rail and roadway bridge construction, retaining wall systems and other systems and structures associated with the operation of a railway
